Lynn Christy Powell Collins, 76, passed away in Port Charlotte, FL, on December 21, 2017, after a long-running battle with a degenerative illness.

Lynn was born in 1941 in Frankfort, IN, of Beverly June Christy Powell and Evert Guy Powell. She was a 1960 graduate of Frankfort High School and went on to a career in legal and law enforcement administration, spending most of her professional years as Chief Probation Officer of Tipton County, ultimately retiring as investigator to the prosecutor in 2001. Lynn’s gift for helping others knew few bounds, both in her professional and personal life. She helped create Tipton’s Community Serve-Us program, coordinated the county’s Child Protection Team, and was appointed as an Honorary Attorney General and Advocate of the State of Indiana.

Lynn married Stephen Hardy Collins in 1961. They lived for a time in California, were then stationed with the Army at Ft. Bragg, NC, and returned home to raise their family in Tipton. Lynn was active in the Kemp United Methodist Church. Her passion for helping young people led her to direct the church’s youth group with Steve for several years. That same passion was evident as she and Steve were short-term foster parents to 14 kids over the course of seven years. Lynn’s flair for connecting with people was remarkable. Anyone who met her — even briefly — rarely forgot her honest, caring nature, her incredible empathy, her warmth, and, of course, her laugh. In her retirement, Lynn and Steve split their time between Tipton, IN and Punta Gorda, FL, where she continued to entertain, laugh, and love.

Lynn is survived by her husband Stephen, sister Vicki Powell Mauro, and children Corbin (Jamie), Christopher (Nancy), and Stephanie Quigley (Matt). She and Steve have three grandchildren: Lucy June Quigley, Samuel Matthew Quigley, and Louie Francis Collins. They also have two spiritual grandchildren, Dylan Anderson and Aidan Anderson.

A memorial celebration will be held at 11:00 a.m. on Saturday, May 19 at Kemp United Methodist Church, 228 N. Main Street, Tipton, with visitation from 9:30 – 11:00 a.m. Saturday at the church.  Lynn will be buried in Fairview Cemetery, Tipton.

Young-Nichols Funeral Home is assisting with arrangements. In lieu of flowers, the family requests donations be made in Lynn’s name to Project Home Indy, an organization that Lynn supported that helps young families in need.

    My prayers are with the Collins family. I am so glad I ran into Lynn when I was back for my Mom’s memorial service a few years ago. It was really nice to catch up. I remember when Lynn drove to Little Rock to pick up a probationer years ago and we got to spend some time then. I will always remember her from my years growing up in Tipton!

    How sad I was to read that Lynn has died and M.D. simply want to send you all my heartfelt condolences and sympathy at the loss of a unique person . She was goodness personified. As a shy 17 year old I will never forget her warmth, kindness and fun and the part she played in making me so welcome to the Tipton community. It was a privilege to have known her .     To sum my impression and memory of Lynn Collins in a few words is not possible. Her ability to balance her family responsibilities with her very difficult work responsibilities always amazed me. Her social skills are well known. Through her outgoing manner she spread joy wherever she went. All of us love the lovable; Lynn’s heart was big enough to also love the unlovable. My success in life is linked, in great measure, to Lynn’s skill and fortitude. Through unbelievably complicated circumstances she soldiered on. Heaven is now the beneficiary of a beautiful soul. My world is diminished.

    The many kind expressions leave no doubt that Mrs. Collins will be sadly missed. I find comfort in knowing death was not God’s purpose for mankind and his purpose has not changed.
    God’s word is clear, “He will swallow up death forever, and the Sovereign Lord Jehovah will wipe away the tears from all faces”. (Isaiah 25:8). It is because of Jehovah God’s purpose and great love for mankind that the restoration of life is guaranteed!
    As you know, Jesus not only spoke of the coming resurrection (John 5:21, 28, 29), he himself was resurrected by his Father and performed many miracles including resurrections. All such miraculous events took place on earth giving us a precious glimpse of what is to come…….seeing our loved ones again! (Acts 24:15)
    As you cherish the many fond memories of Mrs. Collins, may Jehovah God continue to bless your family during this difficult time and in the days ahead……

  11. I’m sorry I did not know Lynn passed until today. I was thinking about Tipton people that made a big difference to the community and one of the names I thought of was Lynn. I’m sorry that I missed her memorial. But she did live a life that people envy.
